ARTICLE 14 - Election Procedure

  1. The Secretary-General shall prepare nomination papers in the form as may be approved from time to time, for the election of Council Members to be circulated together with the notice of general meeting.

  2. Members nominating a person to any post must get the prior approval of the person nominated and that the nominated person must sign a consent letter in the prescribed form. In addition the person nominated must be a representative of a member. A nomination shall be proposed by a member and seconded by another. Failure to comply with these conditions shall nullify any purported nomination, but the nomination shall not be nullified merely because the candidate was not in attendance at the General Meeting.

  3. All nominations shall be received not later than twenty four (24) hours before the date of the General Meeting and any nominations received thereafter shall be considered void.

  4. The withdrawal of a nomination shall only be valid if the nominated candidate withdraws in writing (if he is absent during the meeting) or if he does so verbally in person if he is present during the meeting.

  5. Where no nominations are received for any post before the date of the General Meeting, the members present may agree to seek nominations from the floor and proceed with the election for the post.

  6. During the General Meeting members shall elect a Returning Officer who may be assisted by any number of officers from among the members in attendance. He shall be charged with the following duties:

    (a) To verify the number of members in attendance and to declare whether or not a quorum is present;

    (b) To examine and certify the validity of proxies received;

    (c) To oversee the election process, to count votes and to determine the result of the election.

  7. Election of office bearers mentioned in Article 17 shall be by secret ballot provided that members at the General Meeting may agree to dispense with the procedure or adopt any other method instead.
